I'm currently playing through a free game and having a blast with the subtleties of the strategy as well as all the gentlemen's agreements and backstabbery that's going on. I want to say that while industry builds ships dependent on where the upgrade is, both economy and research are empire-wide. This means that given the choice between upgrading a planet close to an enemy's border as opposed to the safety of the edge of the map, it would most certainly be better to upgrade in the safer spot.
